رفتار تماشاگران در استاديوم
همه افرادی که در ورزشگاه تردد می‌کنند، به جز مواردی که صراحتاً توسط سازماندهندگان رويداد و در صورت لزوم به آن‌ها اشاره شده، از جمله افراد معتبری که مطابق با شرايط و ضوابط معتبر، مسئول اعتبارسنجی هستند و به آن‌ها مجوز داده شده است:    
1.    باید به گونه ای رفتار کنند که باعث آسيب، جراحت، خطر، مانع تراشی غير ضروری، زنگ خطر يا ناراحتی ديگران نشده و به اموال آسيبی وارد نشود.    
باید از تمام دستورالعمل های ارائه شده توسط سازمان دهندگان رويداد، پليس يا ساير مقامات و مسئولان خدمات اضطراری پیروی کنند.    
باید به مناطق استاديوم که توسط بليت آنها مجاز دانسته شده يا مناطق تعیین شده استاديوم که در اعتبارنامه آن‌ها قید شده، فقط از طريق ورودی(های) تعيين شده به اين مناطق دسترسی داشته باشند. مگر اينکه توسط سازمان دهندگان رويداد مربوطه دستور ديگری داده شود.
2.    اگر برگزارکنندگان رويداد مربوطه به دلايل ايمنی و امنيتی چنين دستوری داده اند، صندلی تعيين شده يا اشغال شده خود را باید خالی کنند.    
باید در صورت نياز سازماندهندگان رويداد يا يک مقام بهداشتی محلی، از ماسک صورت يا محافظ صورت مجاز بر اساس اين آيين نامه رفتاری ورزشگاه استفاده شود، مگر اينکه به دلايل پزشکی با گواهی پزشکی معاف باشد.
3.    بلافاصله اقدامات لازم را انجام دهيد تا سازمان دهندگان رويداد، پليس يا ساير مقامات خدمات اضطراری را در صورت اطلاع از حادثه ای در ورزشگاه يا اطراف آن يا هر گونه خسارت وارده به اموال استاديوم مطلع کنند.

همه افرادی که در ورزشگاه تردد می‌کنند، به جز مواردی که صراحتاً توسط سازماندهندگان رويداد و در صورت لزوم به آن‌ها اشاره شده، از جمله افراد معتبری که مطابق با شرايط و ضوابط معتبر، مسئول اعتبارسنجی هستند و به آن‌ها مجوز داده شده است، اقلامی را که طبق اين آيين نامه رفتاری ورزشگاه يا هر قانون، مقررات، خط مشی ها و رويه‌های قابل اجرا ديگری ممنوع است، نباید به ورزشگاه بياورند يا در آن‌جا ذخيره‌سازی کنند.
افراد حاضر در ورزشگاه:
1-    نباید وارد زمين بازی يا مناطق اطراف زمين بازی شوند؛
2-    پرتاب اشيا، مواد يا مايعات از هر نوع، به ويژه به سمت شخص ديگری يا در جهت زمين بازی يا مناطق اطراف زمين بازی. ممنوع است.
3-    آتش زدن، رها کردن يا پرتاب آتش بازی، مواد آتش‌زا، اسلحه، بمب دودزا يا ساير وسايل دودزا، وسايل آتش‌نشانی يا ساير وسايلی که اثرات مشابهی دارند در محیط ورزشگاه تخلف به شمار می‌آید.    
4-    محدود کردن يا مسدود کردن گذرگاه ها، باندها، راه پله ها و خيابان ها، ورودی ها و خروجی های ورزشگاه، دسترسی به مکان های نشستن و خروجی های اضطراری، يا مسدود کردن و تداخل در مناطق باز ترافيکی ممنوع است. نباید به گونه‌ای عمل کنيد که باعث ازدحام جمعيت شود. ار انجام هر کاری که خطر له شدن جمعيت، ازدحام يا اغتشاش عمومی را ايجاد کند، خودداری فرمایید.
5-    دسترسی يا تسهيل شرایط برای دسترسی ديگران به مناطقی که جهت عموم ممنوع است يا ایجاد دسترسی برای دارندگان بليت و حتی دارندگان اعتبارنامه نیز مجاز نيست، تخلف محسوب می‌شود. برخی از این مناطق عبارتند از اتاق‌های عمليات استاديوم، اتاق‌های VIP، فضاهای مربوط به رسانه‌ها و غيره؛
6-    انجام هر گونه رفتار ضداجتماعی، ترويج خشونت، ارعاب، تهديدآميز يا آسيب زننده، خلاف عرف و قانون جامعه، مضر يا رفتاری که ممکن است نظم عمومی را مختل کند يا موجب توهين به يک افراد دیگر شود، جایز نیست.
7-    به گونه‌ای عمل کنيد که خطرناک، تحريک آميز، تهديدآميز، توهين آميز و يا تبعيض آميز تلقی نشده يا باعث ایجاد ترس و از بین رفتن امنيت دیگران نشود.
8-    ترساندن، اذيت کردن، آزار و اذيت جسمی، جنسی و يا ذهنی هر شخص ديگری، از جمله بازيکنان و مقامات درگير در مسابقه تخلف است؛
 
 

 
 
9-    ايجاد يا انجام عملی که می تواند تهديدی برای زندگی خود يا ديگران باشد، يا آسيب رساندن دیگران ممنوع است.
10-    نباید روی صندلی‌های محوطه تماشاگران بايستيد يا به هر نحوی ديد دارندگان بليت را به‌طور غيرمنطقی مسدود کنيد. ايستادن در محوطه‌های مخصوص تماشاگران معلول ممنوع است.
11-    بالا رفتن از سازه ها و تاسيسات ممنوعه مانند نرده های بسته، ديوارها، نرده های سيمی، موانع، تيرهای نور، سکوهای دوربين، درختان، استخرها يا بالای پشت بام‌ها ممنوع است.
12-    استفاده از لباس يا وسايل ديگر برای پنهان کردن صورت يا ممانعت از هويت فرد، به غير از ماسک های اجباری صورت که برای اهداف بهداشتی استفاده می شود ،يا سرپوش ملی، فرهنگی يا مذهبی؛
13-    فحاشی يا شعار سياسی توهين آميز و يا تبعيض آميز ممنوع است؛    
14-    شیوه توهين آميز يا ناپسند درآوردن لباس يا باقی ماندن در حالت درآوردن يا آشکار کردن و يا افشای اعضای بدن يا رفتاری که سلل جرحه دار شدن افکار عمومی شود تخلف است.
15-    علائم قابل توجهی از تحت تأثير الکل بودن یا هر ماده مخدر جرم است.
16-    انداختن اشيايی مانند زباله، بسته بندی، ظروف خالی و قضای حاجت در مکانی غیر از توالت‌های تعيين شده ممنوع است.
17-    سيگار کشيدن يا هر گونه محصولات دخانی و نیز هر وسيله الکترونيکی استعمال دخانيات در سکوها و فضای تردد عمومی تخلف به شمار می‌آید.
18-    آسيب به پوشش گياهی، فضای سبز، محوطه سازی، اماکن فرهنگی و... ممنوع است.
19-    استفاده از وسايلی که صدای بيش از حد توليد می‌کند يا سبب اختلال در بازی يا تماشای مسابقه فوتبال شود، ممنوع است. مگر دستگاه‌هايی که توسط برگزارکنندگان رويداد برای ابراز حمايت از تيم‌ها و بازيکنان فوتبال تاييد شده‌ باشند.
20-    انجام یا سازماندهی هر رفتاری که ممکن است با آسايش، ايمنی يا لذت بردن از مسابقه برای دارندگان بليت، مقامات برگزارکننده، بازيکن يا مقامات ديگر مشکل آفرین باشد يا ماهيت ورزشی مسابقه را مختل کند، ممنوع است.
 
 
 
 
 
 
21-    ايجاد اختلال يا تداخل در عملکرد تاسيسات استاديوم مانند منبع تغذيه، روشنايی (از جمله روشنايی اضطراری)، تهويه، تامين آب، فاضلاب، تهويه مطبوع يا هر سيستم ديگری ممنوع است.
22-    نباید پرچم ها، بنرها يا پوسترها را روی سطوح سازه ها و تاسيسات در استاديوم ايمن و تثبيت کنيد، دوربين‌های مداربسته يا سيستم های تهويه مطبوع را بپوشانيد و پرچم ها، بنرها يا پوسترها را روی ديوارهای محيطی کنار زمين قرار دهيد. (مگر با مجوز برگزارکنندگان رويداد) استفاده از پرچم ها به هر دليلی غير از جنبه‌های جشن و دوستانه ممنوع است. بنا به درخواست سازماندهندگان رويداد، دارندگان بليت بايد فوراً پرچم‌ها، بنرها يا پوسترها را حذف کنند.
23-    نوشتن، رنگ آميزی يا ارسال هر چيزی بر روی عناصر ساختاری، تاسيسات يا معابر ورزشگاه ممنوع است؛
24-    استفاده، نمايش، انتشار، ترويج يا مخابره هر گونه محتوا با ماهيت سياسی، توهين آميز و يا تبعيض آميز، حاوی جمله بندی، نمادها يا هر ويژگی ديگر عليه يک کشور، شخص يا گروه به دليل نژاد، رنگ پوست، قوميت، منشاء ملی يا اجتماعی، جنسيت، ناتوانی، زبان، مذهب، عقايد سياسی يا هر عقيده ديگر، تولد، ثروت يا هر موقعيت ديگر ، گرايش جنسی يا هر دليل ديگری جرم است.
25-    فروش يا پيشنهاد فروش هر گونه کالا (يا بليت همراه با تخطی از شرايط فروش بليت فيفا و قوانين محلی)، جمع آوری و يا توزيع مواردی از جمله آگهی ها، کتابچه ها و نشريات، مواد تبليغاتی و پوشاک يا هر چيز ديگری در تضاد با قانون جامعه تخلف به شمار می‌آید. جمع آوری وجوه يا انجام ساير فعاليت های تبليغاتی يا تجاری بدون رضايت کتبی قبلی فيفا یا برگزارکنندگان مسابقه (از جمله نشان دادن علائم تجاری اشخاص حقوقی يا اشخاص برای اهداف تبليغاتی) و يا انجام هر نوع فعاليت تبليغاتی خلاف مقررات است.
26-    درخواست کمک‌های نقدی يا غيرنقدی بدون مجوز کتبی از سازمان دهندگان رويداد جرم است.
27-    انجام هر گونه فعاليت مربوط به قمار، شرط بندی جرم به شمار می‌آید.
28-    انجام هر گونه فعاليت مربوط به پيش بينی يا تلاش برای دست‌کاری نتايج ورزشی برای کسب سود مالی جرم است.

 
29-    پخش و يا انتقال محتوا ، از طريق تلفن همراه يا دستگاه های ديگر، نتیجه مسابقه زنده يا هر فعاليت ديگری مربوط به مسابقه يا اطلاعات مربوط به فعاليت های مسابقه که از طريق سيستم آدرس عمومی و يا صفحه نمايش های غول پيکر واقع در ورزشگاه یا خارج از آن بدون کسب مجوزهای لازم جرم به حساب خواهد آمد.
30-    هر گونه فعاليت یا رفتاری که ممکن است امنيت عمومی را به خطر بيندازد و يا به شهرت مسابقه و يا برگزارکنندگان رويداد آسيب برساند، ممنوع است
31-     برگزارکنندگان بازی‌ها اين حق را برای خود محفوظ می دارند که در مورد ممنوعيت هرگونه رفتار و اقلام در ورزشگاه تصميم نهايی بگيرند. ممکن است از ورود دارندگان بليت يا افراد دارای کارت‌های شناسایی معتبر که با تصميم نهايی برگزارکنندگان رويداد طبق قانون و مراجه ذی‌صلاح، مطابقت ندارند، جلوگیری شود.
32-    اگر یک یا چند بازی در ورزشگاه خانگی تیم که برای آن بلیت فروشی شده، لغو شود و یا به تعویق بیفتد، باشگاه خود را مکلف می‌داند که با هماهنگی با واحد فروش بلیت خود در کوتاه‌ترین زمان ممکن، مبلغ واریزی هواداران را به حساب آنان استرداد کند.

Spectators Behavior in the Stadium

All individuals who are present in the stadium must adhere to the following guidelines, except in cases explicitly indicated by the event organizers, if necessary, including accredited individuals responsible for validation as per applicable terms and conditions and they are given permit:

1-They must behave in a manner that does not cause harm, injury, danger, unnecessary obstruction, alarm, or discomfort to others, and avoid causing damage to the properties.

They must follow all instructions issued by event organizers, police, or other authorities and emergency services personnel.

They should have access only the stadium areas permitted by their ticket or accreditation, or designated areas by the stadium, mentioned in their credentials, using designated entry points, unless directed otherwise by event organizers.

2. They should vacate their assigned or occupied seats if instructed to do so for safety and security reasons by the event organizers.

They must wear approved face masks or face shields based on the code of conduct of the stadium if required by event organizers or local health authorities, unless exempted for medical reasons with a valid medical certificate.

3- Promptly do the necessary actions and notify the event organizers, police, or emergency services of any incidents in or around the stadium or any damage to stadium properties.

All persons traveling in the stadium, except for those expressly indicated by the organizers of the event and if necessary, including authorized persons who are responsible for validation in accordance with the valid terms and conditions and have been given permission to carry items which is prohibited by this stadium code of conduct or any other applicable laws, regulations, policies and procedures, should not be brought to the stadium or keep them in the stadium.

People in the stadium:
1- They should not enter the football field or the surrounding are;
2- Throwing objects, substances or liquids of any kind, especially towards another person or towards the field or the surrounding areas is forbidden.
3- Setting fire, releasing or throwing fireworks, inflammable substances, weapons, smoke bombs or other smoke devices, fire extinguishers or other devices that have similar effects in the stadium environment is considered a violation.
4- It is forbidden to limit or block passageways, runways, stairways and streets, entrances and exits of the stadium, access to seating areas and emergency exits, or blocking and interfering with open traffic areas. You should not act in a way that causes crowding. Refrain from doing anything that creates the risk of crowding, or public disturbance.
5- Accessing or facilitating conditions for others to access areas that are prohibited to the public or providing access to ticket holders and even credit card holders is considered a violation. Some of these areas include stadium operations rooms, VIP rooms, media areas, etc.
6- Conducting any anti-social behavior, promotion of violence, intimidation, threatening or harmful, against the customs and laws of society or any behavior that may disrupt public order or cause insult to another person is not allowed.

7- Act in such a way that it is not considered dangerous, provocative, threatening, insulting or discriminatory or causes fear and loss of security of others.
8- Intimidation, harassment, physical, sexual or mental harassment of any other person, including players and officials involved in the match, is a violation;
9- It is forbidden to create or perform an act that can be a threat to one's life or others, or harm others.
10- You should not stand on the seats of the audience area or in any way block the view of the ticket holders irrationally. It is forbidden to stand in the special areas for disabled spectators.
11- Climbing prohibited structures and facilities such as closed fences, walls, wire fences, barriers, light beams, camera platforms, trees, swimming pools or rooftops is prohibited.
12- Using clothes or other devices to hide the face or prevent the identity of the person, except for mandatory face masks that are used for health purposes, or national, cultural or religious headgear is forbidden.
13-  insulting or discriminatory political slogans are prohibited;
14- Insulting or disrespectful way of undressing or remaining in a state of undressing or revealing or exposing body parts or behavior that may cause injury to public opinion is a violation.
15- Significant signs of being under the influence of alcohol or any drug is a crime.
16- It is forbidden to throw things such as garbage, packaging, empty containers and urine or feces in a place other than designated toilets.
17- Smoking or any tobacco products, as well as any electronic device for smoking, using tobacco in platforms and public traffic spaces is considered a violation.
18- Damage to vegetation, green space, landscaping, cultural places, etc. is prohibited.
19- It is forbidden to use devices that produce excessive noise or disrupt the game or watching a football match. Except the devices approved by the organizers of the event to express support for football teams and players.

20- Conducting or organizing any behavior that may cause problems with the comfort, safety or enjoyment of the match for the ticket holders, organizing officials, players or other officials or disturb the sporting nature of the match is prohibited.
21- It is forbidden to cause disruption or interference in the operation of stadium facilities such as power supply, lighting (including emergency lighting), ventilation, water supply, sewage, air conditioning or any other system.
22- You should not secure and fix flags, banners or posters on the surfaces of structures and facilities in the stadium, cover CCTV cameras or air conditioning systems and place flags, banners or posters on the surrounding walls by the ground. (Unless with the permission of the event organizers), the use of flags for any reason other than festive and friendly aspects is prohibited. Ticket holders must immediately remove flags, banners or posters at the request of event organizers.
23- It is forbidden to write, paint or send anything on the structural elements, facilities or passages of the stadium
24- Using, displaying, publishing, promoting or transmitting any content with a political, offensive or discriminatory nature, containing phrases, symbols or any other characteristics against a country, person or group because of race, skin color, ethnicity, national or social origin, gender, disability, language, religion, political or any other opinion, birth, wealth or any other situation, sexual orientation or any other reason is a crime.
25- Selling or offering to sell any goods (or tickets with a violation of FIFA ticket sales conditions and local laws), collecting or distributing items such as advertisements, booklets and publications, advertising materials and clothing or anything else in conflict with the law of society is considered a violation. Collecting funds or carrying out other promotional or commercial activities without the prior written consent of FIFA or the competition organizers (including displaying the trademarks of legal entities or individuals for promotional purposes) or doing any kind of advertising activity is against the regulations.
26- Requesting monetary or non-monetary donations without written permission from the event organizers is a crime.
27- Doing any activity related to gambling, betting is considered a crime.

28- It is a crime to do any activity related to predicting or trying to manipulate sports results for financial gain.
29- Broadcasting or transmitting content, via mobile phones or other devices, the result of a live match or any other activity related to the match or information related to the match activities that are transmitted through the public address system or giant screens located in the stadium or outside it without obtaining the necessary permits will be considered a crime.
30- Any activity or behavior that may endanger public safety or damage the reputation of the competition or the organizers of the event is prohibited.
31- The organizers of the games reserve the right to make a final decision regarding the prohibition of any behavior and items in the stadium. The entry of ticket holders or persons with valid identification cards that do not comply with the final decision of the event organizers may be prevented according to the law and the competent authorities.
32- If one or more games in the team's home stadium for which tickets have been sold are canceled or postponed, the club considers itself obliged to refund the fans' deposit in the shortest possible time in coordination with its ticket sales unit.
